After the September 18th Incident happening in 1931, Japan completely occupied Northeast China and seized the entire interests at Northeast China, especially mineral resources and other war resources, including iron and steel resources accounting for 80% of the country’s output, petroleum resources accounting for 93%, electric power accounting for 30%, railway accounting for 47%, and foreign trade accounting for 38% of the total foreign trade.  For mineral resources, 1456.24 million tons of coal reserves in the three provinces in the northeast of China. Japan’s occupation of Northeast China helped raise 80% of the resources for the war of aggression against China. Only in Northeast China, Japan seized 223 million tons of high-quality coal 5.8 million tons of steel. Japan had conducted its exploitation of resources in Northeast China.
